Financing help for cesspool conversions
New state loan program (in development): In July 2026, Act 204 (HB 1618) became law, creating a Cesspool Conversion Revolving Loan Fund administered by the Hawai‘i Green Infrastructure Authority (HGIA). It is meant to provide low-interest or forgivable loans to eligible homeowners to upgrade, convert, or connect cesspools.
In June 2026, HGIA said the Legislature allocated $2 million to launch the program and that it planned to roll the program out by the end of 2026. Eligibility, rates, and how to apply were not published when we checked.
